According to foreign media reports such as the comprehensive financial news website "Investing" and "The Times of India", US Commerce Secretary Lutnick revealed in a blog post on March 20th that the immigration "gold card" program previously launched by the United States had achieved remarkable sales results, successfully selling 1000 immigration "gold cards" in one day. This measure is seen as an important attempt to help repay US treasury bond bonds.
Lutnik mentioned on the show, "There are 37 million people in the world who have the ability to purchase this card... The President believes we can sell one million." The immigration "Gold Card" program was proposed by Trump and has special attributes that can replace traditional green cards. Cardholders can obtain permanent residency in the United States. In terms of citizenship selection, although cardholders have the option to become US citizens, Lutnik pointed out that most people may not make this choice because once they become US citizens, they need to accept global taxation from the United States. Holding a 'gold card', cardholders only need to pay taxes on their income within the United States, and income from other regions around the world is not subject to taxation. Each immigrant "gold card" is priced at $5 million, and if the cardholder violates the law, the "gold card" will be cancelled.
Trump announced at the Oval Office of the White House on February 25 local time that a "golden card" visa project will be launched. This project is aimed at foreigners who invest at least $5 million in American projects, opening a new path for them to obtain residency and eventually become naturalized. Trump also stated that he does not believe the administration's push for the project requires approval from Congress, and even suggested that the federal government could sell 10 million "gold cards" to reduce the deficit.
US Commerce Secretary Lutnick stated that the "gold card" is essentially a green card or permanent legal residency, which raises the entry threshold for investors and, like other green cards, includes a pathway to citizenship. At the same time, the "Gold Card" program will also eliminate "potential fraudulent activities" in the EB-5 visa program.
It is reported that the newly launched "Gold Card" program has similarities with the existing EB-5 visa program, but with a higher "pricing". According to the website of the United States Citizenship and Immigration Services, EB - 5  Visa is a type of employment immigration visa designed by the US Congress in 1990 for foreign investors, with the aim of stimulating economic development in the United States by attracting foreign capital and creating job opportunities. This visa program allows foreign investors (including their spouses and unmarried children under the age of 21) to apply for permanent legal residency (i.e. becoming green card holders) by making necessary investments in US commercial enterprises. However, the Congressional Research Service of the United States stated in its 2021 report that the EB-5 visa carries fraud risks, including issues related to the legality of funding sources.
On March 4th local time, Trump once again mentioned the "Gold Card" project in his speech at a joint session of Congress, stating that with just $5 million, "talented, hardworking, and job creating" people from around the world can come to the United States, and the large amount of money paid by these people will be used by the United States to "reduce debt". Now the Minister of Commerce has announced that 1000 "gold cards" are sold in one day, which means that the project has created an income of 5 billion dollars in one day. This achievement undoubtedly injected a shot in the arm into the Trump government's new immigration policy. Whether the subsequent project can sell more "gold cards" as Trump expected to ease the pressure on the US treasury bond remains to be seen around the world.
