On March 18th local time, US President Trump had a phone call with Russian President Putin. The Kremlin website in Russia reported that the leaders of the two countries continued to have detailed and candid exchanges of views on the situation in Ukraine.
The briefing shows that Putin reiterated his principle of resolving conflicts through peaceful means, expressed willingness to work with US partners to carefully study possible mediation paths, and reported to Trump that on the 19th, Russia and Ukraine will exchange 175 captured personnel. Putin also pointed out that Russia supports resolving conflicts through peaceful means and is willing to work with US partners to develop a feasible mediation plan that is comprehensive, stable, and long-term. At the same time, it must consider the absolute necessity of eliminating the root causes of the crisis and Russia's legitimate interests in the security field.
During the meeting, Trump proposed that Russia and Ukraine mutually commit not to attack energy infrastructure targets within 30 days. Putin has responded positively to this initiative and immediately issued relevant instructions to the Russian military.
In response to the 30 day ceasefire proposal put forward by the United States, the Russian side emphasized several key conditions, including the need for effective supervision of the entire ceasefire line, the need to stop forced mobilization in Ukraine, and the rearming of armed forces. The Russian side also pointed out that there is a significant risk of breach of trust by the Ukrainian regime, which has repeatedly violated existing agreements, and specifically drew attention to the barbaric terrorist acts committed by Ukrainian armed militants against civilians in Kursk Oblast. The Russian side emphasizes that the key prerequisite for preventing the escalation of conflicts and promoting political and diplomatic solutions is to completely cease foreign military assistance and intelligence support to Ukraine.
Regarding Trump's recent call to "preserve the lives of Ukrainian soldiers besieged in Kursk Oblast," Putin stated that Russia is willing to uphold humanitarian principles and promises to guarantee their right to life and provide humane treatment in accordance with Russian and international legal norms if Ukrainian troops surrender.
In addition, Putin made a constructive response to Trump's proposal on the security of black sea air transport, and both sides agreed to start negotiations to clarify the specific details of the initiative.
During the call, both sides expressed a common willingness to normalize bilateral relations in the context of Russia and the United States' special responsibility for world security and stability, and also discussed a series of ideas aimed at promoting mutually beneficial cooperation in the future economic and energy fields. Trump supports Putin's proposal to hold a Russian American ice hockey tournament consisting of NHL and KHL players in the United States and Russia.
Putin and Trump also discussed other international issues, including the situation in the Middle East and the Red Sea region. Both sides will work together to stabilize the situation in crisis areas and strengthen cooperation on nuclear non-proliferation and global security issues. The two presidents agreed to maintain communication on all discussion topics.
