    Recently, the Russian newspaper "Izvestia" reported on the 8th that a highly significant draft law is planned to be included in the "Administrative Offenses Code". The draft focuses on punishing the sale of gas containing products, such as lighters and gas cylinders, to minors, and has received government support.
    Dmitry Vyatkin, a member of the Duma who drafted the bill, pointed out that a dangerous hobby is spreading among young people throughout Russia - they are keen on sniffing lighters and gas cylinders. It is heartbreaking that over the past 8 years, more than 800 minors have lost their lives due to this behavior.
    It is reported that the first reading of the bill was successfully passed through a vote in September. The core content is to comprehensively prohibit the sale of lighters, gas cylinders, and other gas containing daily necessities to teenagers and children. The Moscow Communist Youth League member newspaper also reported that in order to prevent misinterpretation or ambiguity, the Russian Duma released a document formulated by the government after the first reading of the bill, which detailed a list of household products containing potentially dangerous gases such as liquefied hydrocarbons. The products on the list are strictly prohibited from being sold to minors through any online or offline channels.
    Vyatkin further emphasized that inadequate supervision of some adults has led to tragedies where minors inhale gas and suffocate to death in adverse environments. Therefore, in addition to strengthening publicity and education, it is also necessary to use corresponding bans for effective prevention in families and educational institutions.
    Regarding the fine amount, reference will be made to the penalty standards of existing relevant laws. Currently, individuals who sell tobacco products to minors will face fines ranging from 40000 to 60000 rubles (approximately 0.0728 yuan); The penalty amount for the responsible person is 150000 to 300000 rubles; Legal entities are required to pay a fine of 400000 to 600000 rubles.
    At present, only a few regions such as St. Petersburg, Moscow, and Chelyabinsk have implemented regulation on the sale of such goods to minors. Once the new law is implemented, this important regulation will be enforced at the federal level, laying a stronger defense for the healthy growth of Russian youth.
